During the course of this game the Dumbot continually moved its chariot into a position to check my general, and would repeat it, being careful not to do it a third time. I don't think there was anything in this that violated the rules, but it was simply a waste of time and utterly illogical. In almost every case the pieces wound up in the exact same position and I still had the initiative, so the entire thing was pointless; all it did was waste time.

Also, the game suddenly ended in a draw, and I'm confused as to why. Was it a time limit, or was there really no way either of us could have won?

The robot is not smart enough to recognize that it is making "pointless" attacks. Bobby Fisher would have played this way just to annoy you.

The official rules for handling repetition are very complex, but the spirit of the rules is that
(1) continuous attacks are definitely not permitted
(2) games that repeat themselves without an unbroken series of attacks are draws.

It sounds like you fell into the second category.
